Current Event- Congo

In this article it discusses how the Congo has immense economic resources and is the centre of Africa's World War.  This conflict supported by Angola, Namibia, and Zimbabwe verses Uganda and Rwanda.  People in that region are still afraid of militia and the army.  It is said to be the worst emergency in Africa thus far.  The fighting was due to the countries mineral wealth and taking advantage of other countries resources.  This war has taken 3 million lives.  Also, another militia had signed a peace deal with the government in 2009 of January, but clashes broke up in August.  While trying to bring the situation under control, the government invited the troops of Rwanda to help an operations against the Rwandan rebel Hutu militias active in Congo.  Rwanda then arrested the Hutu militias' main rival because he was the main rival in the area. 
I thought this article was extremely boring because it just stated fact after fact. 

Why wasn't this issue solves in 1965?
Why was this considered a "humanitarian crisis?"
